new regulations defining the requirements for the issue of Part-FCL licences, ratings and training organisations

In order to harmonise aviation regulation in Europe, the European Union introduced Commission Regulation (EU) No 216/2008, the so-called Basic Regulation, which covers all aspects of aviation.

One of its major chapters deals with the regulation of pilot licences, ratings and training. This Aircrew Regulation has been published in different parts, in Regulation 1178/2011 and Regulation 290/2012:

Annex I - Part FCL (Flight Crew Licensing)

Annex II - Conditions For The Conversion Of Existing National Licences And Ratings For Aeroplanes And Helicopters

Annex III - Conditions For The Acceptance Of Licences Issued By Or On Behalf Of Third Countries

Annex IV - Part MED (Medical Requirements)

Annex V - Part CC (Cabin Crew)

Annex VI - Part ARA (Authority Requirements for Aircrew)

Annex VII - Part ORA (Organisation Requirements for Aircrew)

It is accompanied by Acceptable Means of Compliance and Guidance Material, which are now available for Annexes I, IV, V, VI and VII.

As the regulation texts were published within a very short timeframe before the fixed implementation date of 8th April 2012, the European Union provided the possibility for the Member States to not apply the provisions of the Aircrew Regulation for a certain time, and request so-called “opt-outs“.

An overview over the different opt-outs and deadlines as applied by DAC Luxembourg can be found below.

In order to facilitate the introduction of this Regulation in Luxembourg, DAC Luxembourg, in cooperation with the AOC holders operating a training organisation, as well as the Association Luxembourgeoise des Pilotes de Ligne, the Fédération Aéronautique Luxembourgeoise and the Union des Pilotes Luxembourgeois, is conducting workshops about the different aviation activities foreseen in the Aircrew Regulation.
