On Dec. 12 and 13, 2017 a Just Culture Workshop was organized by Eurocontrol and DAC in Luxembourg. Expertly moderated by Mr. Radu Cioponea of Eurocontrol, the workshop brought together prosecutors (Fr: procureurs), examining magistrates (Fr: juges d’instruction), the major national airlines, ANA, AET and DAC. During one and a half days, the participants had a very fruitful exchange of views on Just Culture in the context of national and European aviation legislation. The workshop was concluded by a visit of the Cargolux Flight simulators and of the Tower of Luxembourg airport.
The concept of Just Culture is essential to ensure safety reporting by pilots, air traffic controllers and other aviation personnel – who are confronted with an obligation under European Regulation 376/2014 to report certain types of events, even if they involve mistakes made by them or by colleagues. Just Culture is defined as: “a culture in which front-line operators and others are not punished for actions, omissions or decisions taken by them which are commensurate with their experience and training, but where gross negligence, wilful violations and destructive acts are not tolerated.”
